If anything, it traded in a whole bunch of gameplay bugs (e.g. Compared to EU/EW, I wouldn't say XCOM 2 is more buggy. Other than that, I haven't encountered any gamebreaking bugs. However, this jitter only acted up during post release optimizations, it was smoother before. I'm running a GTX 980 Ti and the mission return screen (in the Skyranger) is jittery.

Quality (bugs etc) - XCOM2 has some graphical performance issues. Depending on what button you click, you progress through menus differently, and that's unnecessarily confusing in my opinion. The only part that could do a bit better is the squad loadout screen. Overwatch indicators, being able to use waypoints in a single move command, units automatically move around hazards if they can, just to name a few. XCOM2 is much more consistent in its application of line of sight (erring on the side of giving you LOS in questionable situations, as opposed to taking it away like in EU/EW), and there are many improvements to the UI. Set pieces still look familiar, but they can be placed in different ways to create new combat interactions. Also, the addition of procedural maps has allowed for a lot less repetition and is an amazing feature altogether. I find this a good thing, since it causes us to reevaluate the tactics we learned in EU/EW. So the tactics are somewhat different, even though the rules of the game are the same. You constantly need to cleverly take out the enemy while keeping the amount of shots they take to an absolute minimum. This time, you'll face threats that are a lot bigger, and you can't afford long shootouts because you will statistically lose them. However, due to the different story (established defense organization versus guerilla group), there's a different vibe to approaching combat.

Gameplay - The general turn based combat and strategy layer are the same. You can dislike the retcon, but then again, how would you write a true sequel to a game where you beat the enemy back? Peace Simulator 2016? Story - This is technically not a sequel, but an alternate story set in a slightly different timeline. But to provide a more detailed overview of my opinion: XCOM 2 was not providing a significantly better product than XCOM: Enemy Unknown and Enemy Within.
